NORTH KANSAS CITY, Mo. (AP) — A Missouri man was charged Wednesday with first-degree murder and armed criminal action in the shooting death of a police officer during a traffic stop.

Joshua Rocha, 24, of Kansas City, was being held on $2 million bond in the death of North Kansas City police officer Daniel Rocha, 32, who was killed Tuesday. Rocha will be arraigned Thursday.

The resulting human avalanche killed 45 people and injured at least 150. The former prime minister testified Thursday that he was only involved in preparations for the event due the pandemic restrictions. Netanyahu now seeks to regain the premiership as Israel heads into another round of elections.

President Joe Biden is proposing to spend roughly $37 billion for fighting and preventing crime. The Democratic president's new proposal includes $13 billion to help communities hire and train 100,000 police officers over five years. Biden will outline his anti-crime program on Thursday during a visit to Wilkes University in Wilkes-Barre, Pennsylvania. Biden will request the money from Congress as part of his latest budget proposal. Senior administration officials previewed the plan on the condition of anonymity ahead of the formal announcement. Republicans are trying to gain leverage in November’s midterm elections by portraying Democrats as unwilling to confront crime problems.

The European Union has imposed more sanctions on Russia after the 27 EU member states backed a series of measures that would include gold imports and tighten export controls on some high-technology goods. European Commission Ursula von der Leyen said Thursday that the “reinforced, prolonged EU sanctions against the Kremlin” send “a strong signal to Moscow: we will keep the pressure high for as long as it takes.” The details of the sanctions were still unclear since they still need to be posted in the EU’s official journal.

Turkey’s foreign minister is rejecting accusations that the Turkish military carried out deadly artillery strikes against tourists in northern Iraq. Mevlut Cavusoglu said Thursday Turkey was willing to cooperate with Iraqi authorities to shed light on the “treacherous attack.” A day earlier, artillery shells struck the resort area of Barakh in the Zakho district in Iraq's semi-autonomous Kurdish-run region, killing at least eight people. More than 20 other people were wounded. The Iraqi government convened an emergency national security meeting, summoned Turkey’s ambassador to Baghdad and ordered a pause in dispatching a new Iraqi ambassador to Ankara.

Former Treasury chief Rishi Sunak is promising fiscal prudence. Foreign Secretary Liz Truss is offering immediate tax cuts to the right-of-center governing party. Sunak and Truss were chosen Wednesday by Conservative lawmakers as finalists to replace Boris Johnson who quit as party leader on July 7 after months of ethics scandals. He remains prime minister until his successor is chosen. The result of the party leadership contest is due on Sept. 5. The contenders face a party that is divided and demoralized after three turbulent years under Johnson.

Iran’s state TV says the country’s foreign ministry recalled its ambassador from Sweden after an Iranian citizen was sentenced to life by a Swedish court for committing war crimes and murder during the Iran-Iraq war in the 1980s. The report Thursday quoted ministry spokesman Naser Kanani as saying the ambassador took the action for some “consultation” over the life sentence for Hamid Noury earlier this month. The Stockholm District Court said that Noury took part in severe atrocities in July and August 1988 while working as an assistant to the deputy prosecutor at the Gohardasht prison outside the Iranian city of Karaj.

A tornado blew through 11 villages in a farming region of eastern China, damaging homes, killing at least one person and injuring 25 others. The Buchenwald concentration camp memorial says that seven trees dedicated to the memory of victims of the Nazi camp in eastern Germany have been chopped down. The foundation that runs the memorial tweeted on Wednesday that the trees near the site apparently were attacked the previous day. It posted pictures showing the trees severed about halfway up the trunk and said it was “appalled at the deliberate attack on remembrance.” The foundation said that it had filed a complaint to police. One of the trees was dedicated to children killed at Buchenwald and the others to six prisoners at the camp.

The deliveries of Western arms have been crucial for Ukraine’s efforts to fend off Russian attacks in the nearly five-month-old war. Ukrainian officials praise the billions of dollars of Western weapons systems they have already received but say their numbers are too small to turn the tide of the war. Ukraine's first lady was in Washington on Wednesday to appeal to the U.S. Congress for air defense systems. The small numbers of U.S.-made multiple rocket launchers have given Ukraine a long-sought capability to strike Russian targets from a safe distance with precision. And supplies of Western heavy artillery systems, armored vehicles and other weapons have been essential to replenish Kyiv's equipment losses.

Asian shares have mostly fallen on persistent concerns about inflation and the Chinese economy, despite an overnight rally on Wall Street. Eyes were on the Bank of Japan, which wrapped up a two-day policy meeting, without any major policy changes, as was widely expected.  The central bank has not indicated it will follow suit with others around the world, including the U.S. Federal Reserve, in raising interest rates to curb inflation. Japan has reported its trade deficit for the first half of this year totaled nearly 8 trillion yen, or about $58 billion, because of surging oil prices and a weakening yen. The deficit for January- June was the second consecutive half-year of deficits. Finance Ministry data released Thursday showed imports shrank nearly 38% in the first half of the year while exports grew 15%. In June, imports surged 46% while exports rose 19%. Imports from the Middle East, source of a large share of Japan's oil and gas supplies, jumped 125%. The yen has been trading at about 138 yen to the dollar, down from about 110 yen a year ago.

The Lebanese government’s plan to start deporting Syrian refugees has sent waves of fear through vulnerable communities already struggling to survive in their host country. Many refugees fear for their safety if forced to return to the war-shattered country. Some say they would rather attempt the perilous journey by sea to Europe than return home. The operator of a major pipeline from Russia to Europe says natural gas has started flowing through a major pipeline from Russia to Europe after a 10-day shutdown for maintenance. But the gas flow was expected to fall well short of full capacity. The Nord Stream 1 pipeline to Germany had been closed since July 11 for annual maintenance work. Amid growing tensions over Russia’s war in Ukraine, German officials had feared that the pipeline — the country’s main source of Russian gas, which has accounted for around a third of Germany’s gas supplies — might not reopen at all. Operator Nord Stream AG said that gas was flowing again Thursday morning.

An outbreak of foot-and-mouth disease in cattle is raising alarm in Indonesia and its neighbors. Indonesia is using vaccination, culling and animal monitoring to try and curb the spread, but it's already sickened hundreds of thousands of cattle. The virus easily spreads through contact and airborne transmission and can quickly infect entire herds. People don't get the disease but can spread it if their clothes, vehicles or other items are contaminated. Australia is free of the disease but is worried because Indonesia's outbreak has spread to Bali, a popular destination for Australian tourists. Australia is offering assistance and stepping up detection and prevention steps at its airports to keep the virus out.
